Position Summary

The Department of Workforce Services (DWS) Workforce Specialist is responsible for career orientation and planning, assessment, and enrollment of clients seeking eligibility for DWS programs and related services. This position is governed by state and federal laws and agency policy.

Education and Professional Work Experience

Minimum Qualifications

The formal education equivalent of a high school diploma or its equivalent; plus two years of experience in customer service, program eligibility , claims adjudication, or a related field .

Knowledge, Skills, and Abilities

  • Knowledge of workforce development principles and practices.
  • Knowledge of interviewing techniques.
  • Knowledge of skills assessment techniques.
  • Ability to gather information and determine eligibility for programs or services.
  • Ability to communicate information orally and in writing.
  • Ability to locate and research information.
  • Skill in operating computer equipment

Job Responsibilities and Expected Results

  1. Provide intensive services to disabled veterans who have been identified as having significant barriers to employment or are in a priority category using case management techniques.
  2. Ensure that veterans are provided the range of labor exchange services needed to meet their employment and training needs.
  3. Development of an individual employment plan, to identify the employment goals, appropriate achievement objectives, and appropriate combination of services for the participant to achieve the employment goals
  4. Individual counseling and career planning
  5. Monitors all open cases of veterans with Severe Barriers to Employment (SBEs) or priority category and perform case management duties as needed.
  6. Conduct relationship building, outreach and recruitment activities with other service providers in the local area, to enroll SBE and other priority veterans in the WFC.
  7. Travel to other WFCs to meet with veterans with SBEs or other priority categories to provide intensive services and /or case management as needed.
  8. Provide guidance to tother personnel in the WFC to ensure that identified veterans have access to appropriate service in the WFC based on a priority of service basis.
  9. Conduct outreach to employers in the area to assist Veterans in gaining employment, assisting with job fairs and establishing job search groups, while providing documentation in AJL (They may include traveling to other Workforce Centers, and use of the Mobil unit for Job fairs and outreach, to also provide services).
  10. Facilitate employment, training and placement service furnished to veterans to other personnel in the Workforce Center to ensure that identified Veterans have access to appropriate service in the WFC.
  11. Work with Veterans organizations and community organizations to promote jobs and training opportunities for Veterans.
  12. Provide reports, not less frequently that quarterly, to the Office Manager and to the Director for veteran’s employment and Training for the State regarding compliance with Federal law and regulations.
  13. Performs other duties as assigned.

This position is governed by state and federal laws and agency/institution policy.

Functions

Interviews clients to determine eligibility for DWS programs and services by reviewing clients' forms, asking questions concerning clients' work history, and providing information on programs and services. Enrolls clients in DWS programs after reviewing clients' profile information and comparing profile to criteria for program eligibility to determine eligibility. Contacts employers/clients by telephone or correspondence to discuss job orders, potential job applicants, and issues concerning clients' eligibility for benefits or program services. Performs job placement activities by researching files and selecting position openings compatible with clients' employment profile, schedules interviews for clients, and informs clients of date, time, and location of interview. Administers aptitude and job skills assessments to job applicants by monitoring assessments, scoring and recording results and scheduling assessments. Accesses computer terminal to enter, check, and retrieve information concerning clients' information. Counsels clients by explaining program eligibility, program benefits, and employment opportunities. Completes forms, reports, and records associated with DWS programs. Performs related responsibilities as required or assigned.
