Caldwell was 13 when he was sentenced to 17 months in juvenile prison for assault. He was chosen as one of the agency's first Insiders a community service program that allows chosen inmates to speak at schools, churches and community events to keep other from committing crimes. Fifteen years later, Caldwell is 28 and an assistant coordinator for the DJJ program. "It changed my life. It gave me the hope and belief in myself that was never there," Caldwell said.

Insiders coordinator Andy Broughton said 30 percent of the more than 100 inmates who have gone through the program have returned to prison, compared to 85 percent of the general population. "After they start speaking and people start responding to them, that changes them," Broughton said. "It has been amazing to watch them be successful in a positive way to watch them grow and learn to care." One current member of the program is Antonio, a 17- year-old from Charleston. DJJ doesn't release last names of current inmates for privacy reasons. Antonio is serving a threeto four-year sentence for several charges including grand theft auto and accessory after the fact to armed robbery.

He will go before a review board in the next three months to decide if he is released or moved to an adult prison. His work with the program will help him, but is no guarantee he will be let out. Kendall Corbett was sentenced Monday to 25 years in prison for killing 31-year-old Thomas Tremaine Hook in March 2006. Hook died at a hospital 11 hours after police said he was robbed, shot five times and dumped out of a truck. Before his death, Hook told police that Corbett stole his wallet and shot him, according to a police report.

Columbia police arrested Corbett after responding to a call of suspicious activity. She became a faithful member of the Senior Choir, Willing Workers' Auxiliary and The Kitchen Committee. Ellen had a warm and loving relationship with her church family. Ellen will be greatly missed especially for her outspokeness, her pleasant personality and the laughter she gave to many, many people. She will I be welcomed home by her six other siblings: Willie Edward Scott, Daniel Scott, Helen Davis (twin sister), Minnie Ellis, Margaret Haynes and Samuel Scott.

She enjoyed her church library, traveling, gardening, quilting, reading and International Mission work. Survivors include two daughters, Ann Gibson of Knoxville, Susan and David Rhoden of Bamberg; two sons, Tom and Sandi Morris of Waukee, Iowa and Paul Morris of Kamiah, Idaho.

SOUTH CAROLINA Wire Reports Attorney general wants tougher standards for nuclear waste site COLUMBIA -State Attorney General Henry McMaster wants tougher groundwater monitoring standards at one of the nation's few low level nuclear waste facilities. McMaster met with the state Department of Health and Environmental Control on Monday and said he is pressing them to enforce Environmental Protection Agency standards at the Barnwell County site. Tritium levels in wells beneath the landfill are above the EPA's standard for safe drinking water although the site has met other federal standards. The site has operated since 1971 under Nuclear Regulatory Commission standards without consideration of the EPA standards.
